Ninfa Segarra, Esq., ASPIRAnte from New York, serves as a Senior Advisor at Tonio Burgos and Associates, Inc. (TB&A). Actively involved in education reform efforts at both the state and city levels, Ninfa has successfully worked on all stages of education development, from elementary to higher education.

Originally appointed to the New York City Board of Education in 1990, she became the President in 2001. As President, she presided over some of the most critical milestones in the board’s history. She helped to prepare the education system for transition to mayoral control and headed the board’s efforts to address the consequences of the attacks of September 11th on the school system.

Following her service on the Board of Education, Ninfa served as Vice President for Intercampus Collaboration at the City University of New York.

In 1993, New York Mayor Rudolph Giuliani selected Ninfa to serve as Deputy Mayor for Education and Human Services. In 1998, Mayor Giuliani reappointed Ninfa to the post, making her the second longest serving Deputy Mayor in the city’s history.

Prior to joining TB&A, Ninfa served as the Executive Director for the New York City Police Museum where she led the institution in meeting key objectives such as fostering better police and community relations, increasing the museum’s public profile and implementing professional museum operating standards. Under her direction, the museum realized substantial increases in tourist attendance and revenue.

In 2003, New York Governor George Pataki appointed Ninfa to the Governor’s Commission on Education Reform. The Commission’s task was to provide funding and reform recommendations for overhauling the state’s complicated funding formula to ensure equitable funding for public schools throughout the state.

Ninfa serves on a number of distinguished nonprofit boards. Ninfa earned a Juris Doctor Degree from New York Law School and a Bachelor of Liberal Arts Degree from New York University.
